Australians are set to see a significant change at the checkout, with new card payment surcharging rules coming into effect from 1 October 2026. These changes are part of broader reforms to Australia’s payments system and will affect how businesses charge customers who pay by card.  


What’s changing?

From 1 October 2026, businesses will generally no longer be able to apply surcharges to card payments, unless specifically permitted by law or regulation. This means customers paying with debit or credit cards should no longer encounter separate card payment fees added to their purchases at the checkout. 

The changes align with regulatory reforms introduced by the Reserve Bank of Australia (RBA), which has determined that card surcharging should no longer be used as a way to influence how consumers choose to pay.  

What Does This Mean for Card Holders? 

For most Australians, the changes are expected to make card payments simpler and more transparent. 

Benefits may include: 

  • Fewer unexpected fees at the point of sale. 
  • Greater certainty about the total cost of purchases. 
  • Easier comparison of prices between businesses. 
  • A more consistent payment experience across different merchants. 

Changes Across Major Card Networks 

The new rules will be reflected across Australia’s major card payment networks such as VISA, Mastercard and eftpos.
